LCD fading streak

Since this morning, my LCD has a streaking effect similar to that of ghosting except that this is happening to all objects on the screen, including stationary windows. All objects( windows, the text in the windows, pictures and videos) It like what you'd see in a picture book indicating that something is moving at high speed. It seems like some of the screen is getting deflected to the right. I have switched it to another PC, uninstalled/reinstalled the drivers, reset to factory default setting on LCD.
