L2 cache affect minimum framerates?

I've searched here and on the web, but still hard to determine the effect of L2 cache (or other specs) on minimum framerates, since most reviews use average FPS. Anyone seen any good articles?

I suspect L2 cache, and maybe more cores, helps minimum framerates, but want to see some data to back it up.
 
Only if the app is CPU bound at some point, and doesn't fit in next cache level.
 
Depends on the CPU, the speed it's running at, and the particular game.
