Keyboard doesn't work but it DOES...

This is on my brother's computer. The Windows key will work and the Start Menu comes up. The Caps Lock light is also lit and will turn off if pressed. The alpha and numeric and other keys wont work though. I can't type or anything. The mouse is working fine. It's weird becuase I can get the the Start Menu with that button fine. Help!
 
Tried a new keyboard and same thing. Windows key works but I can't type. What could it be? Argh!
