(1)Does the reservoir have to be higher than the pump?

(2)Does it make a difference if the Order is:

Pump>Radiator>CPU>NB>Reservoir

as opposed to Pump>CPU>NB> radiator>Reservoir?

Basically what I am asking is this.. Does it matter if the water hits the radiator before it gets heated up, or is it best to wait until it passes through the cpu and NB so it carries the heat with it to be cooled?
 
1) Yes. To ensure no air in your pump and to make sure your loop fills as properly as possible. EDIT- It doesn't HAVE to be higher, but it keeps the pump from having to strain as much to suck the water.

2) My loop is in this order

RES>PUMP>RAD>CPU>RES.

If you wait until after it will just mix with other water and it wont be as cold as it can be. Running through the RAD just before getting to the blocks is probably the most efficient way to cool it.
 
The reservoir only has to be higher than the pump during initial filling. After that it doesn't matter. As far as I am concerned the most sensible order is reservoir -> pump -> waterblocks -> radiator -> reservoir. The warm water from the blocks needs to go immediately into the radiator. Though truthfully the way water conducts heat the difference is minimal. The entire loop should be roughly about the same temperature after a few cycles.
