It seems that if I play a song in iTunes the volume is very low with the volume cranked. If I play the same song in VLC it is very loud. Is there some setting I am not getting that is cutting the volume? I have adjusted Sound Enhancer but that does very little to boost it up.

You did adjust the volume slider in iTunes, right?

How does the volume sound for system alerts?

Try a "Get Info" on an mp3 file (from finder, not itunes) and see how the preview volume comes out... if that's low also I suspect it may be a problem with Quicktime.

Sound Check, Song Volume, iTunes volume and EQ Gain are all things you should check. If Sound Check is off, Song Volume is at the default, iTunes volume is maxed and the EQ Gain is at 0 then turn up your system volume and/or your speakers? I'll be stumped.
I don't recommend turning the gain up past 0, it'll get pretty shitty.
