The computer doesnt turn on. No fans spinning or anything. I tried another outlet, another cord, flicked the switch a few times, and shorted the green wire to black................no results. Its gotta be a dead power supply right?
 
throw an Optical or HDD on that PSU and repeat the GRN>BLK trick
some ATX supplies require a load to fire up

if it still fails yes its definitively dead, barring the outlets you tried still will power something else,
and or your not using the same surge suppressor

what is it?

if it wouldnt void the warranty, pop the top and look for damage or a blown fuse(s)
(sometimes they are very hard to find, being under heatsinks and such)

Yea, it would. Im hoping they'll rma just the psu though, because it came with a case.

an RMA likely will just ensure a repeat of your experience

if youll list what it is your trying to power, and the make and model of the supply
I'll give you my opinion on if you should just save $$$ on the shipping and buy a PSU up to the job
