Issue with vid card

ok so recently ive been observing a pattern that occurs every time i turn my pc on.

First time: after about 1 minute the monitors will black out and then come back, not showing everything on the screen. at this point my mouse and computer run very slow OR it may be that the display section is running very slow because there is no increase in CPU usage or an increase in harddrive noise

so i restart

Second time after about 3 minutes the computer will BSOD. the computer restarts its self and i get back onto my desktop. here the info page pops up with the blue screen code of 116 which i have looked around and found it has to do with ATi aka my video card

after that second restart i can go for 5 days and nothing will happen(over exageration but you guys get teh idea)

any ideas?
