Issue with 2900xt

Ok so I had to replace my first one cause of a power issue (brown out during a storm may have screwed it) now .. one of the DVI ports on it has like "spotting" by that i mean little colored spots randomly appear on the screen and cause my LCD to auto adjust its-self over and over again. Should i just return it for a 3rd one or get my money back and go for a 8800 card? getting sick of these issues.

Oh and if you thinks a power issue on my pc it isnt, I ran the first 2900xt without issues til the power outage.
 
Other components are fine, I tested it with a 7800gt , works with flying colors so the other parts are just fine.

Should I just return it because one dvi port isnt working right? (or perhaps something worse) or should I just keep it and deal with it?

Cant figure out what else it could be.
 
Could be , but i doubt it still . Either way I'll get the 50 dollar thermaltake PCi-express power thingy maybe that will help.
 
No not really like that , its more like you are overclocking your card and when you push it too far it starts to artifact in 2D mode.
