Is this Topower?

By the name and the specs, it's hard to say it's not.

HiPro does make their own power supplies, and some of them are pretty good stuff. But it doesn't seem they are capable of manufacturing one 500W and up, so they sub out to Topower. Speculation... but I think it's a good one. ;)
 
I am with jonny. I think it most likely is. Top-500P5...hmmmm..... :p
 
It doesn't look like the typical Topower body and it doesn't have the usual label style they have...
 
True. But the body and label is typical of a HiPro unit. The part number is not.
