hi,i know this is a low end pc but its the best thing i can buy with my budget, i live in a shitty country where technology is 2 or 3 times more expensive than in america

i asked in forums of my own country and i ended with this

what spec is better?

number 1 pc:

cpu: i5 4690 3.5ghz

MOTHER: ASUS H97plus

RAM: 2x4Gb corsair vengeance dd3 1800mhz. (or gskill)

HD: western digital blue 1 tera.

VIDEO: R9 270X VAPOR-X OC 2GB

power supply: seasonic 620w

case: Thermaltake commander ms-i

MONITOR: LG IPS 23EA53V

number 2 pc:

cpu: fx x8 8350 4.0ghz

MOTHER: ASUS m5a97

RAM: 2x4Gb corsair vengeance dd3 1800mhz. (or gskill)

HD: western digital blue 1 tera.

VIDEO: R9 270X VAPOR-X OC 2GB

power supply: seasonic 620w

case: Thermaltake commander ms-i

MONITOR: LG IPS 23EA53V

in the future i plan to upgrade the vga to a gtx 970

Not saying anything about the rest of it, but that hard drive will slow your PC down considerably.

Go with the cheapest Core i5 and h97/B97 mobo. It will be faster than the 8350 in games. Asrock is a good candidate.

The money you save will get you closer to that 970.

how so? pretty much all HDD perform about the same nowadays. If you really want to boost speed an SSD is the only choice.

I have an ASROCK $70 mobo with a 270x 4670 and 8gb RAM and game at 2560x1600, of course not ULTRA details but the 290x couldn't manage that either.... go Intel, 270x used ~100$ or 7970 3Gb $120 used. And if you can swing it get a SSD for sure, huge perf. noticeable all around.

not true.

Max throughput on most desktop class mechanical drives max out near the same however access/response times differ. There is quite a bit of difference going from say a WD Green to a Black. That is one reason different manufactures have different labels for different classes (Energy saver, speed, reliability, etc), WD for example has Green, Blue, Purple, Black, Red and some of those have subsets, like the Red Pro's.

A SSD would provide much better performance though.

Back to the OP: if you can afford to go with the black you'll get a decent boost in performance. If speed is more important than storage space, spend a little more and get a 256GB (or so) SSD which would be about the same price depending on the sale you can get.

i plan to download a shitload of movies and games so the ssd is not an option for now

maybe later i would buy an 120gb samsung ssd and put my OS and programs in there (and maybe battlefield 4)
and games & movies on the wd black

No. In real life there's not a noticeable difference. Sure you'll find benchmarks that show that black is 20-30% faster, but that only translates in maybe 5-10 percent in actual usage.

As you said, it has to do more with energy, reliability, warranty and noise than performance.

Green is the "slowest" but most energy efficient and silent. Black is the "fastest" noisier and power hungry and blue stands somewhere in between.

is ~$15 worth what you estimate to be 5-10%? to me yes

From experience going from green->black there was a HUGE difference. (later returned the black and went with SSD's)

Though other than boot times and large loads i doubt the average user will notice.

OP didn't say what the system was going to be for. If gaming I would probably take that $15 that I would've put on a black and put it to an SSD or a GTX970 though.
