is this broken or is there supposed to be an empty socket
 
that is where the -5V would be...but that is not used on modern motherboards
 
okies thanks just trying to rule out the PSU as the reason my build wont enter bios when ps2 keyboard is connected and does not recognise when usb keyboard is connected

Yeah, that wouldn't be caused by the PSU.
