It's a bit low. However, I'd test it with a multimeter and see what you get from that. I could be wrong, but I recall the hardware monitoring isn't reporting voltages straight off the power supply when it flows into the motherboard.
Excessively low (or high) voltages can reduce the lifetime of your components and/or flat out kill them, but as others here have said you CANNOT rely on ANY program that claims to report voltages. They will be gross approximations at best and the results reported depend heavily on the quality of the sensors and associated components on your motherboard.
The only true way to measure the voltages being supplied by your PSU is to use a multimeter to measure them directly while the system is in operation.
