on my board whenever I turn on the comp with the proc in it the power led and cd rom led blink and it doesn't post, they just keep blinking, when I put it on another board it just doesn't turn on....i've tested everything, and all else is fine, hell my ram/video/sound are in this machine i'm using right now, is this the sign of a dead proc?
 
Too me it sounds like your processor is bad/fried. What happened that caused this problem to happen?

I am guessing your HSF wasn't seated right or your voltages got to it.
