Is it legal to sell Dell Restore cd's?

I would think that falls under the category of OEM software, and wouldn't be legal unless it was sold with the accompanying hardware.
 
The name of the product is a bit misleading. Those are "Reinstallation DVDs," (full OEM installation disc) not the old restore discs.

It's not bundled with a COA so it's pretty worthless by itself. It's not "illegal" because it doesn't break any laws, and i'm not sure that selling the discs separately without a COA is against the license (you can order the disc from Dell directly for about the same price if they charge you at all). If you bought a system from Dell with Vista Business, you could have created your own reinstallation disc from the utility included. My last Dell with Vista Business came with the disc.

The only reason you would need this is summed up on that page:
If you own a Dell and have lost/misplaced your Reinstallation DVD, this is what you need!
Pretty pointless otherwise.
