Download the file or run it directly from that location.
Slide the speedbar to match your connection's speed, pick the network adapter you want to modify or check off Modify All, check Optimal setting at the bottom, click Apply changes, click OK, reboot.
After that's done, your machine will default to 10 connections, and it'll be about as tuned for TCP/IP communications as it's going to get.
