I am building a new system next sunday and I need help picking a case.

There are certain parameters the case must meet.

18" height
6.5-7 inches wide.

3 to 4 case fans

400 watt power supply

would rather have a case with the power supply installed already.

cost between 100 and $115

must look nice color choices prefered. window preferred since a fan can go into the window

You may want to reconsider getting a case that comes with a power supply. Cheap/free powersupplies are known to kill systems and give problems. IMO you should get these:

Its quite hard to find a case 18" high :)
 
I can't find anything with the dimensions you mention, plus all the features, but the Chenming 301 cases are pretty close.

Xoxide has black, blue & silver on sale for $49.99, and green, red & yellow for regular price ($55.99). Expect shipping to be in the $10 to $20 range, depending on your location.

With one front, one rear, and two window fans, plus your power supply fans, it should provide plenty of cooling. Unfortunately, the width dimension is bigger than what you wanted, so not sure if it'll work for you. The only cases I can think of that would fall into that width would be a micro-atx case that can either sit as a tower or desktop case, but they wouldn't have the cooling requirements you stated. :(

Those cases don't come with a power supply, but I can definitely recommend the Allied 400w power supply that Newegg has on sale right now ($29 with free shipping). I'm running one of those in my case right now (XP2800+, 9800pro, 2 cd drives, 1 hard drive, and lights and fans, etc), and it's run rock steady for over a year now, with ZERO problems. These normally go for ~$36 shipped at Dealsonic, and higher at Newegg, so that's an excellent price! :D
