Can I even buy this in the United States?
I 'm not sure that I would feel comfortable buying something that is not easily able to be returned.

Yes. The price you see includes free 3-5 day EMS shipping. Most people have gotten one have gotten either near flawless or flawless panels. Only down side you must pay for return shipping if you need or want to return. If your willing to take a chance, this is a fantastic bang for your buck. Not only are the S-IPS panels, low lag, high resolution, but out of the box, the color calibration is pretty close to being dead on.
