This is a minor issue but when I am studying (complete silence), it catches my attention

I have Samsung SyncMaster T240.

When I have the brightness under 88/100, then there is a slight humming noise....when I jack up the brightness over 88, the monitor is dead silent.

It's normal, almost every LCD I've used makes the hum with lowered brightness (I'm not saying normal means acceptable).

My three LCD monitors never made any humming sounds. Oldest one is from 2002.

Heh, some monitors work in the oposite way - they make sounds when the brightness is above a certain level. For example my NEC 2690 starts making a second sound when the brightness is above ~25. But I always have the bri at 0 anyway.
So only that stupid always persistent humming of 2690 power source remains... :(

My TN panel hums every morning when I turn it on, because it's cold. It stops when it warms up.

acer al2216w makes an annoyingly loud hum when it is on

rest of my computer is dead silent, so it is quite noticeable when the TV is off or w/e

has to do w/brightness

I don't have that symptom with my 2690.
