how to force directx 8 mode

You could use 3D Analyze to trick the game into thinking that you have a DX8 card.
 
easier way would be to add -dxlevel 80 to the launch options.

Create an autoexec.cfg file in \HL2\hl2\cfg\ and add this line:

mat_dxlevel "81"

I really dont think you can force Direct X 8 for every game out there, by some special file. Its either the game will only run in Direct X 9 or there is an option in the game options menu to change it to Direct X 8 shaders, or a console line that you have to go searching on the internet for.
