How much fluctuation?

How much fluctuation is acceptable in the psu rails? My 5v tends to fluctuate by about .027 and my 12v by about .08. Is this too much? I noticed it seems to coninside with my fans' rpms skipping back and forth as the temperature changes every second or so.

..... its ok for them to flucuate .10 easy depending on the rail

5% is a good assesment, and slightly more on 12v and less on the lower voltage rails.

sort of depends on the baseline reference value
generally speaking thats not a great amount of fluctuation
even if the "true" baseline value is in the upper ranges of the allowable 5%
