to flash the bios of an x800 GTO to unlock it to 16 pipes and what all do you have to do?
 
Google is your friend ;)

Just pop in search words "x800 gto flash" to google and check it out. I did and there seems to be pretty good guides out there. How hard it is, that is up to the fellow who has to follow the guide.

edit:

Techpowerup site is pretty much all I needed to perform a X1900XT -> X1900XTX flashing operation. That site has loads of different bios files for atleast ATI cards and the necessary tools to perform the flashing operation.

use techpowerup
use one of their ISO images that also has a default bios on it for safety
took <5 min
