how do I go from 1/2" to 3/8" in a loop?

use inline reducers, available in the plumbing section of most hardware stores. For aesthetic pleasure, you could buy machined or cast chrome reducers from koolance or the european companies.
 
If you've got a waterblock that has changeable fittings you can do something like run 1/2" into your CPU block and then 3/8" out to your NB block. I do something similiar on one of my loops. I run 1/2" from the reservior to the pump and 3/8" out of the pump and through the rest of the loop.
