you can configure a proxy server in IE. Tools, options, connections, lan settings.

I've often wondered about the legality of using proxy servers. Generally, they're not meant to be used, they're merely incorrectly configured which means that people who shouldn't be using them do. It's arguably theft as a result.

Just because something is possible neither makes it legal nor right to do. Just be aware that you're standing on quite dubious grounds I've not heard of any legal proceedings brought about as a result of illegally using proxy servers though, so while it may not be right you're still pretty safe.

As for finding them... try using google to look up 'free proxy list'.
