Help with dragging folders in Windows XP

Whenver i drag a folder/app, it would move as an outline. Kinda hard to explain so here's a screenshot:

How do i get the whole thing to actually move without the outline?

System Properties > Advanced > Performance > Settings > Make sure "Show window contents while dragging" is checked.
