Help! Upgraded Heatsink now processor clocks slower!

I took off my watercooling solution and upgraded my athlon xp 2500+ (Barton) to a Zalman cpu cooler, and now my cpu only clocks at 1.1 ghz. This shows up in the BIOS as well as windows. Im using a A7N8 Deluxe motherboard with 1.5 gigs of ram. I am unsure of why it made this change, as the clock should be around 1.8ghz. Should I manually adjust the multiplier settings to reflect the proper clock speed? Any help would be greatly appreciated.

The Settings are as follows:

CPU EXTERNAL FREQ 100MHz
CPU FREQUENCY MULTIPLIER (11.0x)

The Vcore is running at 1.65v

Everything else is at auto/optimal settings

That setting should be set to 167.
