1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Mostly web surfing, with some photoshop/gaming/converting movies
2) What's your budget? Are tax and shipping included?
already bought a new case(cooler master storm scout) hard drive(wd 1tb black 64mb cache) video card(evga 460gtx 768mb) psu(cooler master 750watt gx series- read some poor reviews, so i'll probably return and get equivalent corsair psu. I have 4-500 remaining in my budget

SB is in like 4-5 days, I'd wait a week, at the very least it will probably push AMD prices down if you go that route.
 
I have exactly the same budget and needs for a new setup.... bump for you.

I am thinking a nice gigabyte/asus budget overclock board ($60-99) paired with an AMD dual x2 555 ($99) that will HOPEFULLY unlock to a quadcore x4 965 easily if you get the right CPU that unlocks. If you don't want to risk getting a non-unlockable quad.... just spend $45 more and get the Quadcore X4 955 for $145......then overclock the crap out of it for the "best bang for buck"

Throw in some DDR3 ram (about $50-60 right now per 4GB) and a decent heatsink ($30) ....... you're set.

So roughly:
$99 - motherboard
$145 - CPU
$60 - RAM
$30 - Heatsink

$350~ shipped roughly and that system will rock pretty hard with the GTX460 you already picked up (exactly what I plan on getting too!)

This is my super budget "bang for your buck" choice by the way, I think its pretty hard to beat for the price.
 
nice- I got a good deal on the evga gtx460 from amazon for $166 plus there is a $30 rebate!!
