We would suggest you UPDATE YOUR PASSWORD and TURN ON 2FA for your account here to further secure it. None of the compromised accounts had 2FA turned on.

Help, never done this before!

A friend of mine has a pc with XP on it and has another one which is junk but it has alot of info in it that he needs and the OS in the HDD is Win98. My question is can he install the one with 98 in as a slave or something like it in the one that has XP? or What can be done? Please advise

All he wants is to access his info whenever he needs to.

Now, it will not try to boot up 98? because all he needs is access to this files and I'm even going to recommend him to transfer those file to the main hdd if it is posible.

The drive you have in currently is active. It will detect the new drive as storage. Just keep the current drive on the same cable position and plug the new one in somewhere. I've done this many times in the past.
