Help me pick a UPS

I live in China, I'm renting a high end apartment and now that it is summer and everyone is running air conditioners my power seems to go out once a week. I will sell my current rig to my father when I visit home for the summer. I'm looking to build a 15-2500k, z68 rig with an SSD and I think that the SSD especially will be a problem.

My rig will be i5-2500k OC (what ever I can do on stock voltage), z68 board, 2-4 HDD + 1SSD, ATI 6850. I have no intention of ever going SLI, 22 inch monitor, eventually plan to go 24"

I'm guessing that something that can handle 500w would be good. can handle blackouts and brownouts, and must have automatic shutdown support. Hopefully give me enough time to run out to the hall if I'm home when it happens.

I know there is a beautifully detailed UPS section, and I tried to read over it but it doesn't tell me what to buy.

Someone, just recommend me some cheap UPS options and I will try to see what is available here, I don't want to carry one back on the plane.
 
I don't suppose that any consumer grade UPS device can work in 120-220v environments?

Also how much power would realistically need? I'm most worried about a crash when I'm writing a paper.
I found the APC BK650-CH, it is an option at $50
