it is running Windows CE and the hard drive is the attached compact flash reader. The green board is the only one there, the tan boards are something else.
 
How about a pic of the top of it, and some of the major chips on the board (northbridge, southbridge, anything), how old it is, etc...
 
That's a PC/104 single board computer. Judging by the heatsink on the processor, it's probably using a Geode or Dragonball based processor.
