That said, I recommend a different build. For now, we'll keep the monitor, the case, and the motherboard, but instead, go with:

Comparing my parts selection to yours....

CPU: Both are Black Edition processors that come with unlocked multipliers. You'll reach similar overclocking levels with both processors, so I went with the cheaper option. That cheaper option also came with a combo deal with the video card to save you some more money. I used some of that savings to get a good third-party CPU cooler.
MOBO: It's fine for your needs, so I didn't change it out.
Video Card: If you really wanted to, you could overclock the video card yourself. The card that I chose for you was part of the combo deal with the Phenom II X4 940.
RAM: I may be wrong, but I haven't seen much higher OCs from using DDR2 1200 RAM compared to DDR2 1066. DDR2 1066 would offer similar performance to DDR2 1100 RAM, so I went with the cheaper option.
PSU: Truthfully, you don't need the power from either PSU... the Silverstone ST60F would be more than enough for your setup. However, the ST70F offered a bit more power for only $15 more before MIR (compared to paying nearly $90 more for the ST85F).
HDD: The WD6401AALS is faster, has more storage capacity, and is only $5 more.
Case & Monitor: I didn't feel that changing these two out would be worth the effort. But don't even think of using the Apevia PSU that comes with the XQPACK-II for anything.
Missing Parts: Do you have an optical (CD/DVD) drive handy? Do you have an unused 64-bit OS license?

Looking at your initial build again, you may have the budget for a Core i7 SFF build.

As far as cases go the Rogue case will allow for larger type hsf and more case cooling fans of larger size. This combo obviously will allow for better and improved overclocking especially if you want to run quad core chips. The Rogue is one of the larger type SFF cases however so be aware of that. This may or may not be an issue to you depending on wether you plan to tote it around to Lan parties and such or not.

What Heat Sink Should I Get That Will Fit In That Case
 
Change the hard drive out. The WD Caviar Blue WD6400AAKS would outperform the WD5001AALS at the same price range, despite having half the cache (and only a three-year warranty, versus the Caviar Black's five-year warranty). Or, spend the $5 more for the WD6401AALS.

If you're going with the NZXT Rouge, just keep the S1283V that I recommended earlier.
