Help making video editing workstation

I am researching a video editing workstation the person i am doing this for wants it from HP (not my descision). I was wondering what kind of specs i should be looking for. Specifically

how much ram?

dual vs. single proccesor (what type of proccesors Xeon P4 P4-m?)?

how much HD space (what type of hd SCSI SATA UATA?)?

What vid card?

what sound card?
 
a lot of ram like 1 - 2 gigs pc 3200 or greater; a lot of hd space i would say 200 or more 8 mb cached or might want to get 2 74 gig raptors put them in raid ; p4 2.8 or 3; an audigy sound card; video card prob 9800 pro or better (not too sure about this one);
 
What is the guy's budget? That has a lot to do with what he should order.

Get him a P4 3.2e (Intel is faster at video encoding than AMD)
2GB of Ram
RAID 0 array if HP offers it, otherwise get him a f-ton of storage
9800pro AIW or better
Sound blaster audigy 2 platnum.

This should be more than enough for the average or even advanced user. If this guy is top of his field, then he should contact a rep for either HP or Dell and have a machine custom built.
 
I'd just get a 3.2C, or even a 3.4C. What is his budget? Cause Dual Xeons would rawk here. Also, a P4-m is a mobile processor, not meant for desktops...
