Im thinking of getting a Samsung 32" HDTV with a DVI input is the quality going to be as good as a reg monitor or should i get just a 19" monitor

That’s a nice TV, the keyword being “TV”. Yes, it will display your computer information but I doubt you will be happy with it as your sole monitor.

I use a similar one to play dvd’s and some slow games. When it comes to text and that sort of thing, as a rule a TV based unit isn’t your best choice.

The dot pitch on that thing will be horrible. Nowhere near a good monitor. Also it isn't designed to be a monitor. All HD resolutions are widescreen. That tv is 4:3. So it will be showing in letterbox everything. Finally, the amount of radiation coming out of that tv is way above the amount coming out of a monitor, so i wouldn't suggest sitting in front of it for long extended periods of time.
