Haswell Cache Voltage

Hello, Is the cache voltage on haswell supposed to be fixed at the same voltage at all times?

On auto, adaptive or manual mode the voltage on my 4690k stays the same all the times, it does not lower multiplier or downvolt at idle. This seems odd as why does my motherboard have options for offset / adaptive and a voltage curve on AIsuite if the voltage is always the same? Is it supposed to lower multi / downvolt at idle? Also in bios I have options for "min / max cache voltage" why are these options there if the cache does not change multipliers?
