Hard Drive failure

Hi everybody,
I think my IBM harddrive which I had over 2 years failed on me.
I say I think because it still shows up at posting along with writer and dvd.
Now this is a secondary harddrive so the pc can boot normally. If I boot with the HD connected it won't pass the windows loading screen and the screen remains black while the HD spins twice, becomes silenced for 10s and then again spins twice quickly. This goes on forverer.
I can load windows normally without it.

This all happened after the ellectricity was cut and the pc was still on.

Now my question is, how to get the data back?

One thing I thought about is to hot plug the drive, but I'm not sure about the risks.

What do you all think?

Any other solutions are of course appreciated.

Many thanks.

avoid hotplugging the HDD, that can damage more that just the HDD, killed a mobo that way once by accident
(loose power connecter I "tightend" while the system was on  )

try to access the drive from DOS with the manufacturer's diagnostic utility, and run a fitness test
