So if there ever is anyone with a H200 and UEFI motherboard this worked for me flashing from USB stick:
1: download the firmware from Dell, "SAS Non-RAID - Firmware":
http://ftp.dell.com/FOLDER96605M/2/DELL_6GBPS-SAS-HBA_A08_R306009.exe
This is the place where downloaded from
http://ftp.dell.com/Pages/Drivers/poweredge-r210.html
2: I Extracted the Dell files and put on a MSDOS bootable USB stick (maybe needs to be UEFI bootable).
3. Downloaded sas2008.zip from:
http://forums.laptopvideo2go.com/topic/29059-sas2008-lsi92409211-firmware-files/page__hl__m1015
Extract and put also these files on the USB stick, replace the Dell files whith new ones when asked.
This might be not necessary for H200, anyway the firmware is not replaced because the sas2008.zip does not have the dell firmware on it.
4. for UEFI motherboard to boot USB stick I needed "x86_64 UEFI Shell 1.0 (Old)"

download the file above and rename "Shell_Full.efi" to "shellx64.efi"
Put "shellx64.efi" into the USB stick.
5. I downloaded Installer_P15_for_UEFI http://www.lsi.com/products/storagecomponents/Pages/LSISAS9211-8i.aspx
and put on USB stick.
5. seems like atleast one time my motherboard did not recognize USB stick, restart, power on or putting USB stick while in BIOS might help recognize it.
Also I don't know if it is necessary while under LSI SAS 2008 IR bios is loaded to CTRL+C, I did but might not be necessary.
6. in Motherboard bios launch UEFI Shell, when USB stick is booted type: sas2flash -list
Now it shows information about the card.
7. type sas2flash -o -e 6
This erases firmware but not SAS adress hardware ID.
8. type sas2flash -o -f 6GBPSAS.fw
This writes in the IT firmware
