gtx 580 downclock problem

Hey guys, the problem isn't new but I haven't found a solution no matter how much I searched on the internet.
My EVGA gtx 580 is connected to a primary samsung s27a950 120hz monitor and a 42" LG lcd tv (through a dvi-hdmi cable). The problem is the card only downclocks itself tu 51 mhz when the refresh rate of the desktop monitor is 60hz. As soon as I bump the refresh rate up to 120 the card keeps its coreclock even with the monitor turned off.
This is disturbing as both the noise and temperature of the card are unnecessary higher, not to talk about the power consumption.
I use the latetest 306 whql driver and I'm running windows 7 64bit. I also use the latest MSI afterburner for information.
What should I do?
Is this problem common only for nvidia 500 series or it will haunt me even when I upgrade to gtx 780?

yep the cards working normally, its setup that way for all 8 9 200 400 and 500 series cards. though the 400 and 500 series have 1 extra 2D clock stepping that the others don't have. to run 120hz you need the ram clock to be at its 3D clock. but the downside to that is the gpu clocks also tied into that. this all comes down to nvidia not wanting to make the same mistake AMD made with setting their multi display clocks to low and causing the flickering second display problem everyone had with the 4k 5k 6k series cards.

as far as the 600 and future 700 series i don't know how they have the variable GPU clock feature setup so it may only clock the gpu up to whats needed.
