I'm trying to start up a small on site PC repair business. Looking for a good PC tool kit. Not trying to spend too much unless its worth it. Preferably under $60.

Nice... but no one has any personal recommendations?

Or should I be fine with just a philip, flat screw drivers. A pincher, cutter, rubbing alchohol, Q-tips/cotton?

To be honest, most of them are pretty much the same. They are low quality tools that may last you a couple of years at best. What I did was started replacing individual tools as they broke with some craftsman screwdrivers and such. My suggestion would be to find the one that looks like it will work for what you plan to do and then replace the crappy tools with good ones as they wear out or break.

Dont forget a multimeter, and the essential 5mm nutdriver!

5mm = 3/16" roughly. A $10 meter that measures volts and Ohms will do just fine. They're ESPECIALLY Invaluable when determining the front panel connector pin-outs on an unknown motherboard. Tom also forgot the most invaluable tool of all...the Phillips and flathead screw starters! I would literally cry if I lost my Phillips starter. I have rather unsteady hands which makes it hard to work on computers even with mag-tipped screwdrivers. The phillips head starter keeps tension on the head so I can start motherboard screws...They actually cut my motherboard install time in half.

1/4" and 3/16" nut drivers are also essential when you got either a stubborn hex-head screw that you've rounded the phillips head out of or when you're working on a notebook and all the port bolts have to be removed.
