Good economy system?

Well, it's finally time for a new system, and I already have most things pretty well decided...case, hard disk, DVD-RW, etc, but I'm at a loss for mobos and CPUs. I've been out of the loop too long. :(

I'm looking for a cool, quiet, and stable rig, so I have been considering a P4. Good idea? Should I pony up the cash for the new socket type? Who makes good Intel boards? (I already have favorite AMD board makers...Asus and Abit in particular)
 
What's your budget and do you plan on overclocking?

If I were to buy a board and cpu today I would still get exactly what I have, with faster ram for overclocking.
 
No overclocking. I want cool, quiet, and stable.

My budget is flexible, but lets say under $1,000 for the whole box.

That does help. I'm looking for something sans keyboard/mouse and monitor. I like the one's I've got. (and the box will go on my KVM setup anyway)

I was planning on spending more on the hard disk and other things anyway, so it will probably balance out.
