On a dual boot system with XP Pro with Ghost 2003 installed and Vista setup to run on a second partition, a Ghost image made from the XP boot will image BOTH operating systems and allow for the complete restoration of both operating systems? Correct?

I don't think so.
If you choose to use Ghost from within XP (which you should never do) all your going to get is an image of XP, as Vista is installed on a separate partition. If you use Ghost from a bootable thumb drive (which you should) you might be able to image both OS's with the bootloader intact, but I'm not 100% sure that will work either, I have never tried it.

Gah, another person using Ghost inside Windows!!!

If you boot from to DOS (ghost.exe) or use BartPE (ghost32.exe) you can make an image of the entire drive and preserve both OSes. You want to use the disk to image option.

There's no need to, nor should Ghost ever be installed or used on a running OS. Always do your imaging from outside of the OS.
