GF 7950GX2 problems

i have old rig:
C2D E6300 @ Abit AB 9 Pro
3GB of ram
7600GT
250 SATA 7.2k RPM HDD
400W Tagan U33 Force II (12 V = 2x20A, 28A Max combined)

Few days back i've bought GF 7950GX2 for bout 15bucks. Salesman told me that it's 100% ok.

I've installed GFX, turn on windows, installed driver (with some complications)...reboted...
Now weird parts begin

After reboot NV Control panel tells my "insufficient power...bla bla"
(PCI-E connector is attached)...AND Win 7 (32bit) tells me Installed RAM 2.5GB, usable 2.0GB - WTF

Swapped back to my 7600GT and now again i have 3GB RAM...

First question: is really Tagan too weak to power this GFX (NV recommends 27A on 12V rail, i have 28 )
Second: What the hell is going on with my system ram???

Oh...and third question: does this GFX have some kind of FAN regulation? It's 'little' noisy

You need a bigger power supply. I'd say. That card needs a lot of juice.

Those were before people cared too much about being green and having lower power consumption. They eat it pretty heavy and generate a lot of heat as well. I ran one on a 250W dedicated supply.

Oh, and you need to upgrade from 32 bit windows to 64 bit windows. your video ram is shared with your system memory and has a 4gb total .. ceiling

and on XP 64?
for some reasons i can't swich to win 7 64bit?

Really my PSU is to weak? pitty. Card recomended PSU is 400W

The driver does have fan regulation depending on temperatures.

The GPU only has one clock setting however (highest) so even at idle it generates a decent amount of heat.

If you have split rails, you might try and change which power connectors you use... If both connectors are on the same 20A rail, it won't deliver the 27A recommended. Either way you're cutting it real close,.

Here is a supply with 35A on a single rail for $45AR

40A on a single rail $60

You can use any version of windows X64, XP, Vista, Win7, Win8, and you won't hit the 32 bit memory addressing barrier.
