Getting shocked through PSU

A friend of mine is having PC troubles. She was using it one day and the screen went all funny and the PC locked up. She flicked the switch off on the PSU because it would not shut down.

She tried to turn it back on and is gettiing shocked by the PSU. She got it on and tried to turn the PC back on. It will not boot, it goes to a black boot screen and never boots Windows.

I'm assuming that the PSU is shorting out and killed the HDD, possibly fucked the video card, and maybe more. I was going to get her a new PSU and see if it will run with a new PSU, but I think she may need a new HDD too.

I'll look for a new HDD too, but i wanted to see what you guys thought first.
 
Interesting she was getting shocked... it must be a bad resistor or something... or something came un saudered.... thats just really wierd. been working on PC's in general since i was about 7 , took apart my first NES , then i got a tandy :p but anyways enough bout the old school days , thats wierd she got shocked , a replacement is definatly in hand , post system specs , and i can find you a decent powersupply affordable.
 
Sounds like the case isnt grounded properly and she got hit by that, not good.
