In theory, the automatic dis-allow of bumps is a good thing.

However, when replying to someone that is interested, it won't let me do so until my timer has expired and it's back down to 0.
 
Just use PMs. When you reply, whether or not you do it for the purpose of bumping, you still end up bumping the thread anyway.
