Personally I'd prefer a quality name 17" 8ms LCD than a cheapo 19" 12ms. YMMV, though.

You'll be able to run FEAR just fine as long as you're not maxing out the settings/AA/resolution.

AG Neovo is by no means a cheapo brand. They have excellent monitors.
