Free Fax software for windows?

I know the fax is going the way of the Flintstones but what software are you using to send faxes these days?

Preferably free and simple and will work with my external USB Modem (It is a Fax/Modem with caller ID and I bought it so I could use the program PhoneTray Free) and Windows 7 x64

Also does anyone know how to fix a AIO Printer/Scanner/Fax/
It's a HP OfficeJet 6110xi and it no longer takes the phone line off of the hook
I know this because my EMTA has an LED that tells me when the line is in use and when I try to fax the LED is lit solid whereas if the line was off hook it would be blinking
