Formatting CompactFlash Problems

I am trying to format a 32MB compact flash the exact same way as the old 16MB card and for the life of me I cannot get it to match.

This is what I need to replicate or the CNC machine this goes in will not recognize the card

It has to be formatted FAT with a 16KB offset as shown in the picture above. Nothing that I have tried in diskpart can get me there. The best I can get is 32KB and it will not work.

Can anyone help me out with what I need to do?
 
Might try a different tool- grab a Linux distro and use parted or gparted. A Ubuntu live distro would likely work and might give you the fine-grained control you're looking for.
