I've been having some issues w/ UT2004 and having alot of tearing. I looked in the BIOS and nothing really help out in there, and then I was creaping through the NVIDIA control panal, and found this setting, "force mip maps = Bilinear" I change that to Trilinear, and the problem was still there, if not worse. Went back in there and changed it to off, and for the most part, the tearing is alot less. Why would changing that setting affect performance that much?

yeah enable vsync in your ut200x ini file. i would leave it application controlled in the drivers though. it seems to kill avg FPS if you use the drivers setting. also you can enable triple buffering in the ini under the d3d settings. that should stop your tearing.

is vsync off??
V sync is OFF... Wouldn't enabling triple buffering, take away from increasing your FPS? meaning dosent it take away from performance?

Triple buffering actually does the opposite. It gives you a third buffer for the framerate of the vidoe card to keep up. Turning it on also gives you a slight delay in the mouse though.

Turning on V-sync will synchronize your frames per second with your monitors refresh rate for that resolution. For example, playing at 1600x1200 my monitors refresh rate is 60hz so turning on V-sync will cap my frames per second at 60 :( With UT 2004 I haven't had any problems with visual tearing. With Doom 3, v-sync was a must. Enabling it will definately get rid of your problems.

Where can I ENABLE triple buffering?

Not sure, sometimes the games have the option, otherwise check in your nvidia control panel somewhere. It's probably in the advanced options. I don't know how the nvidia drivers are now because I haven't had one since my GF3 back in June.
