Hey guys i got a intel 640 3.2ghz Ht yeah and this is my first time overclocking a CPU, will i OC to 3.4GHz with Stock cooling safely and stable. and will it run alot hotter?

You shouldn't run into any problems. As mentioned above, it's a safe overclock.

90% of 3.2's do upwards of 3.6Ghz with cooling being the limit, so 3.4 is quite achievable at stock voltage.
