File Server Build Help

I need a computer that will run as a file server + do some VPN work with a maximum of 10 people... They'll be streaming movies, uploading movies, and accessing office documents... At any given time probably 5 people max?

The system doing it right now is a Core 2 Duo Dell but I need to add more hard drives and I can't add anymore. And taking the Dell board out would be a pain in the butt. --- It's using E-Sata and other methods so I have some drives added...

In total it's going to be powering 4 x 2TB hard drives + 4 x 2TB external drives which are going to backup the internal ones but they won't be plugged in 24/7.

Operating system wise - it'll probably be server 2008 r2.
So I'm left with...

a) fixing up a Pentium D system which needs new memory (ddr 2) + power supply <-- I can add up to 4GB max with the board
b) building a new computer from scratch with a budget of just under $400 before tax <-- I'd need a power supply, ram, etc but I have a case

Can option a take the beating?

I also have a couple 2 TB coming so this might get to as many as 6 x 2TB or 8 x 2TB + the external drives which won't be plugged in 24/7... So what's a decent cheap SATA controller card (don't care about raid)
