Fans dont work

So the computer's built, and the side Fan, and one of the front fans don't work.
Only 2 of the four do.
Everythings plugged in aswell, the fans even light up.
What's the deal?
Will 2 fans be enough for an athlon 64 2ghz system, with a radeon 9550 se video card?
And why don't they spin!
 
yeah try swapping them out with the fans that do work to see if the problem is with the fans themselves or something else
