fan speed issues

When i turn on pc on i hear all my fans running at max speed, louder than normal, but as soon as it loads into windows they all get quiet. I checked my bios for cooling options and i have my cpu fan set on always max, and im not using my other 2 fan connectors on my mobo..i also checked power profiles and i'm on an always on minimum energy saving mode.

would my psu be doing this to my case fans? if so, how the hell does the psu know when the case is getting warm since it has its own fan and runs hotter.

Thermal sensor I'm guessing.

We have some newer HP Workstations that do that. And most of our x86 servers do it also.
It's a good thing imho.
